The six that don\u2019t include Alabama, Alaska, Utah, Mississippi, and Nevada\u2014perhaps because they have other sources of income or are worried about a loss of tax base; or because their budget surpluses make the gamble unnecessary. In addition to these state lotteries, privately run games are widespread.
