These claims have become particularly potent in times of economic stress, when the state\u2019s fiscal health is threatened. But studies have shown that the popularity of a lottery is not closely linked to its objective fiscal condition; it seems to be mainly driven by political considerations.<\/p>\n
The evolution of state lotteries is a textbook example of public policy made piecemeal and incrementally, with little or no general overview or direction.
